   Do You Need to File a Federal Income Tax Return? (Separate Website)
If you are not sure if you are required to file an income tax return you should read the information here. However, even if you are not required to file a return, you may want to file anyway to receive a refund for any Federal Income Tax that was withheld, or any credits you may also qualify for.

This site explains the requirements for the Senior Citizen exemption from registration fees and motor vehicle registration tax. It also lists the limits and responsibilities for the exemption. There is a link for the affidavit to apply. Signatures must be notorized or witnessed by a representative of the Division of Motor Vehicles.
